If the scratch is just on the surface of the paint, you can buff it out with cutting compound or rubbing compound (real, real cheap). If it goes down to the plastic that the bumper shell is made of, then you need to get the paint matched at an auto paint/body supply store (make sure that you get paint made for plastic), and then you can fix the scratch by sanding it a little w/600 grit, and then painting it over (slightly more expensive). If it's more of a dent, well, you can try getting the bumper after-market, get the paint matched, paint it yourself, and then, after removing the old bumper, install the new one yourself (expensive).
If you have a body shop do any of those things, it's gonna run ya at least $200.

Toothpaste? Hmm I've never heard of that. How about Meguiar's ScratchX? If it's a larger scratch buy a $10 bottle of touch up paint from the dealership. The new ones have a pen on one end which makes it nice for scratches.

probably about $500 if you take it to the shop, even though it only costs $75 if you know how to do it yourself, WHICH I DON'T, DAMMIT! So now I get to deal with a puncure wound in my rear bumper of my Sonata from a rear-ender and a total flake in an SUV, so STEVE if you're out there, you owe me $500!!!!!!!!!!!!!!!!!!!!!!!! Thanks for reminding me.
