You should be able to let it spin a little bit slower than the computer wants, but I wouldn't cut it down to 40.

To be safe, I would try 75. or if thats to noisy, maybe 60

but I wouldn't go below 60% of what your computer wants it to do.

Have you cleaned out your computer from the Inside. Having any dust inside your computer is probably the cause of your fan running at full speed there. Also, you might want to think of adding another fan just be safe, so your computer does not over heat there. Try cleaning out your computer with some kind of air com-presser. Once you have done that, make sure that all the cables inside are not blocking any of fans from letting the air move around the inside of your PC.

You should never let your computer overheat. You can lose all of your information, and your motherboard could fry. I suggest that you possibly install one or two more fans if you keep having this problem. Also, if you run the computer too much, this could be a reason for overheating. Be sure that you give your computer a break every now and then, and that you don't always leave it turned on 24/7.

Go buy a quieter fan. Or clean out your computer. Or get a new computer that does not get as hot!

Make sure you have no dust in there heating it up, and don't mess with your fan speed.
