Decorative arts generally include furniture, pottery and ceramics, and architecture. In other words, it is the type of art associated with functional objects like buildings, couches, and jars. It does not include painting, drawing, photograpy, sculpture, or other fine arts that are designed purely for aesthetic purposes and have no purely "useful" function.
Of course, the decorative arts predate the other arts, as mankind learned to make and appreciate useful objects such as pottery and housing long before he learned to make and appreciate purely aesthetic objects. Even early paintings and statues probably had a "practical" use tied to the spiritual or religious beliefs of the society.

Since "man" first had a minute to rest between hunting and gathering "he" has been decorating his cave walls, telling stories with paint and decorating his personal weapons and belongings with carving and designs.
What do you do when you're bored? Decorative arts are the same as doodling on a desk, murals on buildings, home decorating or museum masters. These things are only different by a matter of degrees. Do you like your art or another stlye from this time or another?
Some of the decorative arts were dictated by religion, or politics, as to what was allowed to be painted, but most of today's are a matter only of personal taste
