you can if you subscribe to phone provider that uses VoIP - you provide the broadband connection - they provide the dial tone

Actually, this is possible with only some dsl providers. There are many companies which will not allow you to dial 911 from your dsl connection, as it is a special program within your local phone company.

DSL has no effect on your regular telephone service. Of course if you are calling using VOIP directly on your computer,then in the case of an electrical power failure then your computer would be dead so no phone calls would be possible.

You can use something like http://www.skype.com which is a free way of calling people and talking to people for free through the computer.

I think the movie made up a lot of stuff though so dont believe everything in the movies =) However, in this case, yes you can.
