I used cloth diapers and rubber pants many years ago with my first. If you can get well-fitted rubber pants, they will prevent leaking. However, pull-ons are less likely to fit really well than the kind that snap in front, as you can adjust the leg holes more with the snaps.

With my later kids, I used 100% wool diaper covers. These usually use velcro and are even more adjustable. Wool covers in good condition are nearly completely waterproof, although they *will* leak more than the plastic. The big advantage is that the baby's bottom stays cooler and drier in wool; the rubber really holds in heat and pee!!

This is definitely the "old fashioned" way to potty train but definitely effective. They are easy to wash, but the rubber pants to tend to crack and dry out if dried in the dryer, I would line dry to save on the wear and tear. Good luck!

wool soakers are better, they last longer and dont grow bacteria or cause yeast infection and you dont need to wash them often (about once a month) you just let them air dry and they self clean :)
you can make them easy and cheep yourself or hit ebay and buy 3-6 which is all you need till the child out grows them
