Ok, think about this first. Lawnmowers?? If you live in city limits you HAVE to have your lawn cut short. If a dog is consistently barking day after day, then it is probably being neglected and should be removed from it's owner. Loud music, if you play your music loud past a certain time, then you should get fined, b/c yes, that is an annoyance. Some states do have a noise law, stating that after certain times you have to be quiet. So I think, you should re-state your question. If there was a noise tax, then people would have the right to be noisey ALL the time, b/c they are paying for it. That would not be good!

Considering that most of the population owns a lawnmower, and I would say the same goes for owning a dog, I don't think your idea would pass legislation.

No, I think that would be silly. How would you cut your grass. I hate my neighbors for mowing there lawn 4 time a day. My dog do bark occasionally, so ticketing is wrong. There are limits in the time though. like mowing your lawn at 2am is bad.

No I think you should learn to deal with it. Your grass must be so tall from not mowing it. Get a life.
