What I mean is the brake light on the back of cars usually located on the trunk lid or rear window, I am interested in putting a decal over this light so that when the brake is applied an image shines through instead of the regular red brake light.

It's usually illegal to obstruct or alter any of the required lights and reflectors on a car. Check with the Texas DMV to be sure.

Huh? What do you mean by that?? There's no such thing as a "third brake light decal" that I've ever heard of.

Don't live in Texas but it sounds illegal to me. Best way to check (without getting a ticket) is to ask when you get your car inspected. If it's legal, they should be able to tell you.
