Generally, light is created when energy is released, usually in the form of heat. The reason a light bulb works is because electricity (energy) is forced through something with higher resistance (the filament inside the bulb). This creates heat and as a by product, light.

Light is created from illuminated Electron Shells which creates what is called Physical Light. The Human eye perceives what we call light based on a very limited frequency on the Electromagnetic Spectrum.These become Iluminated Particles that are perceived as a very narrow wavelength on the ElectroMagnetic Spectrum. Ultimately these particles are a finite Source of Energy based on this Side of Hydrogen. On the other side of Hydrogen we have Sub-Atomic Particles that make it possible for what we call Light to exist. The Original Light came into Being by Command of the Creator.

You mean ElectroMagnetic Radiation.
In atoms, there are a lot of shells (K,L,M,N) etc. etc.

When an electron in 1 of theese shells gains energy, it jumps to a higher energy level.

When this energy is removed, the electron jumps back to a lower energy shell releasing a bundle of energy or "Photon"

The energy is given by e=hv where e is the energy, h is planks constant(6.626068368489x10^-34) and v is the frequency.
