you are gonna either have to take the gas tank out of it or just flip the mower over to get all the gas out. it sounds more like your gonna have to take the engine apart and clean it real good

If what you have is water in the gas tank it would be best to dump the water out by turning the gas tank over. Also you will have to drain the carburetor. Sometimes there is a drain plug in the bottom of the carburetor for draining out water. Also disconnect the fuel line from the carburetor and drain out any water in the hose.
After you have done all of this place an ounce of rubbing alcohol in the fuel tank. The alcohol will absorb any left over water and pass it through the carb safely.
Also remove the spark plug and clean off the electrode or replace it with a new one.

well I work on mower and there several way but I found the easy way is to use a syrigine like use for diabetic drugs. Leave the needle off take it and suck all liquid out of gas tank and fill with fresh gas. Check your gas can first to make sure you dont have water in it. Also if you keep your mower outside keep it cover to keep rain from getting in it threw the air cleaner or gas cap.

Any hardware or automotive store should have addatives to mix with the gas that will also mix with the water to help get it out of there. It may run rough for a while but should smooth out with the next tank of gas.

Buy a baster at Wal Mart and suck out all the old gas. Relace with fresh gas and throw away the baster.
