It was a phrase used to promote certain government policies which could not be promoted any other way. Take for instance elder Bush's Thousand Points of Light, or W's No Child Left Behind. Certain policies which would not sell if the truth be know need a happy face. It is kind of like putting a bag over an ugly face. We should beware slogans like Bring Them to Justice, Patriot Act, War on Poverty, New Deal, etc. The Devil is always in the details.

All I can say is what little I've heard. The only thing I know, is that certain extreme right-wing groups, like the ones that live in the country and look like a bunch of friggin rednecks, shooting guns, teaching their kids to shoot guns, saving up canned food, etc... are going around with these conspiracy theories that have something to do with certain nations getting together and making the world like one big militaristic country, where people lose their freedoms. These paranoid extremists will rant and rave about this subject, trying to warn people what is 'going to happen'. Kind of reminds me of people who rant and rave that the world is 'in it's last days'.

A myth made by conspiracy theorists, mainly due to a poor translation of the phrase "Novus Ordo Saeclarum," which is on the back of the dollar bill, and more correctly translated "A new order of the ages," referring to the creation of the United States, a new order.

It's not a person. The term was coined by Ronald Reagan. If memory serves, what Reagan was refering to was the spread of political conservatism and capitalist economics around the world with the US providing "guidance."
