Don't let your height stop you. I'm only 5'3 myself, and I've been riding for 10 years now.
Your choices are limited, but mainly just as to weight. You might want to avoid anything over 600 or 700 pounds (later on, that is. For now go with something between 300-500).
Seat height shouldn't be much of an issue; many bikes are already low enough for you. You can always make minor adjustments like shaving down the side of the seat or wearing stacked heels.
If you fall in love with something that is too high for you, you can get it lowered. Granted it tends to make the ride bumpier, but if you love it enough you'll sacrifice some comfort, right?

in the starting up, get a bike you want. doesn't remember what variety or variety. If it doesn't "communicate" to you you'll in simple terms finally end up promoting presently down the line. Any bike you are able to sit down on and performance a minimum of one foot flat on the floor will fit your needs. more effective positive if both ft can sit down flat on the floor even if. bypass to all the bike shops and look into and sit down on all the motorcycles. you'll quick get a concept of what you pick and what suits. i have considered lady as small as you driving Harley's and in no way the little sportsters both.

You should go to a dealers and see if when you sit on a bike you can touch the ground, if so its ok.
Some shorter riders sometimes get padding taken out the seat or even the suspension lowered.
If your still not convinced take pedrosa riding a motogp bike as inspiration!

My friend is shorter than you and she rides a three wheeler. I used to ride with a guy who was the same height as me- 5'3". Just find a bike that fits you. A good motorcycle dealer should be able to advise you on the type of bike that is best suited for someone your size.

my Daughter is 14 yrs old, 5'2 and can safely ride a Honda Shadow 600
you just need to get a bike that you can put your feet flat on the ground when you stop, i have seen people of your stature riding bikes so tall they had to lean to one side when the stopped just to get a foot down- that's the biker spirit, but not safe at all

Sure. If you're looking for a sportbike, a 250 Ninja is a good size for you.
If you're looking at cruisers, there are many with low seat heights that wouldn't be a problem.
Now, OTOH, I ride, but I don't want my wife to ride. I think it's a little late for her to try to jump on and ride now.
And I certainly wouldn't want her riding after we have our first child. I'm going to get enough flak for riding myself after that.

Sport bike would be taller than a cruiser usually. You can get a small cruiser that is 24 in seat height.
