Maybe in land mass. But all the hockey rinks take up the other 29,998m of Canada.

It's not that incredible considering most of Canada is an uninhabited or sparsely inhabited Arctic wasteland. The northern Arctic Islands have an extremely low population along with mainland Canada of the NW Territory, Yukon and Nunavut. Even northern British Columbia, Alberta, Manitoba, Saskatchewan, Onterio, Quebec and Mainland Newfoundland are sparsely inhabited. The only main population centers of Canada are major cities in Central and Western Canada, the Main Street industrial belt from Windsor, Onterio to Quebec, and the Maritime Provinces of New Brunswick, Nova Scotia, Prince Edward Island, and the island part of Newfoundland.

Well,Canada is rarely populated far up North, where the winters are too long and too cold, and summers are too short to grow crops.Canada's territory is huge mainly because the small islands in its northen part count to the country as well. The most populated areas are in Ontario and around the Great Lakes, and in British Columbia around Vencouver.

After the breakup of the Soviet Union, many of their constituent states have broken away, and more wish to follow.
If this continues and Quebec does not separate we may end up as the largest country in the world

Actually, in land area (excluding water area), Canada is only the fourth largest country. Russia, China, and the United States are all bigger.
So, the United States has slightly more land than Canada - 9,161,923 sq km vs. 9,093,507 sq km. Furthermore, because of Canada climate, only 4.57% of its land is arable. 18.01% of the United States' land is arable. The United States has 4 times as much arable land than Canada - 1,650,062 sq km vs. 415,573 sq km.
In short, it is not all that surprising that Canada has a relatively small population.
