The thing is that, as original and as beautiful as the images for a tattoo are as exclusive as the tattoo maker is, so the web pages that offers tattoos, are not taking the risk to be copycatted by advertising their tattoos in the web, the risk is that everyone could get there and printed the art out making someone else made that tattoo on you...

If you are actually serious about getting a tattoo..just look at galleries of what other ppl have to get an idea. Once you have some ideas go to a well known tattoo artist in your city and tell them the kind of idea you want and then have them draw something out for you. That way you are getting something original and better quality. Much better than just getting some kinda of stamp on your skin that a million people already have. thats my advice to you hope that helps!

thats because most tattoo artists are VERY protective of designs they create. You can get free stuff online which is in the public domain but it will be unoriginal and normally pretty boring.
The best thing to do is visit a tattooist. They seem intimidating but they really aren't. They will have desighs there and can even take a rough idea you have and create something for you that is custom and unique.

Try going into a tatoo shop, they'll let you lookat loads of designs without obligation. Just tell them you only want a design your sure of, they will be very understanding.
