By not having working papers, is it safe to assume you're not legal to work in this country?
Well, I can guarantee you that your options are quite slim, plus the fact that you're young and have no work experience (to an employer's view)
You might end up as a dishwasher, washing cars at a car wash, maybe waiter depending on your English skills, and other jobs like housekeeping, landscaping and such. Some employers will hire you, even if it's against the law, some know that if people are willing to work hard, they will give them an opportunity.
I think you're humble enough to accept this, and I know because I was in your shoes, so cleaning houses, Doctor's offices is something familiar to me, especially before i got my work permit.

Um, legally you can work @ 16. This is the average age most young people embark on some sort of job.
