It rather depends what information you have to go on. If they are listed in the phone book, then 192 might give you information without you having to pay for it. I did (surprisingly) find someone fairly easily in it the other night. The other thing about it is that to access the information, you earn 'credits' by visiting their advertisers, so it is costing you your time rather than money.
Friends Reunited is a bit patchy but can turn up trumps. I believe it's free to search but you may have to pay a tenner to send a contact email if you find them.
I'll assume that you are trying to locate someone who will want to be located when you find them!
Best of luck! The UK is not that big a place but quite big enough for someone to get lost in!

Friends reunited is free...try name search that might work if theyre on there. or you can put a msg on there but u will have to pay 4 that but its only £9 for 12 months xx

www.192.com used to be OK for some searches like this... but if you know which town, the electoral roll, local phone book, etc may be of help.... try looking at family tree sites for more ideas?
Some of us here may even know who you are looking for!
