Niether. Both perpetuate enforce harmful gender stereotypes. I did a study of this for my sociology of gender class. Not only are Barbie and G.I.Joe stereotype enforcers, but they fall into the category of what sociologists call the "pink and blue" syndrom which is potential harmful for childrens social growth.

They're dolls. Toys. They are NOT role models for children. If you're going to pick a toy for a role model, then why not pick Buzz and Woody?

In the real world, none of the above. Who wants their children to look up to a doll? They can't ask a doll for advice or talk about things that are bothering them and get a response!!
