You can also search Freelance with any web design or programming keywords and there are 1000s of sites to list your desired job and take bids.
Also, if you have a local community college around that offers Web Development check with getting a student. I received my A.S in web Development a year ago and people were always calling our instructors looking for good students because as a student you can do the work for free or very little pay but get internship credits and work experience towards your degree. Plus students usually have access to the newest and most updated software and tools.

whatever you do don't give someone else control over your site completly. Like don't go to a local web press company because one day if you want to change your web designer you might find you have no ownership over your site. So what you should do is buy a space..... and then hire a web designer, like a single person not a company to design it and up keep it for flat rates. I don't know where you are located ut here in CA you shouldn't have any problem finding an independant cheap web man.

Try it out with some free web space providers like geocities,freewebs,cjb.net etc and as you see that its working fine then its time to decide where you are going to place and what are your bandwidth requirements and what sort of platform you require and yes last but not the least also the space required to place your web pages too!

if not.. try freewebs.com or some waste of time site like that
Breakdown. to have a webhost you need virtual space (or physical depending if you are hosting yourself or not) a nameserver (usualy provided by the host) and a domain (to make things easier, sometimes offered by hosts). You need to buy the hosting package, and point the DNS of the domain to the nameserver on the hosting package.

Dude, go either to http://www.freewebs.com and then change domain name w/ http://www.dot.tk or go to http://www.officelive.com . but for office live you need microsoft office 2003. both are completely free, no ads, or anything. (Execpt @ the bottom where it says, Created with Freewebs or Hosted by Microsoft Office Live)
