Yes. As long as the sun is above the horizon, even if it's cloudy, you can get a sun burn. It will take longer than if it's noon, but it's still possible.

yes you can, actually the best sunlight is the sun like 2-3 hours before the sun sets. as the sun sets it gets closer to the earth for a short period of time. I get my best tan if I go out late afternoon and just take a nap until the sun goes down. its quite relaxing actually!

yes, you can get burnt outside at any time of the day. The rays are the strongest between 10 am and 4 pm is the only difference. Make sure that you are using sunscreen!!

Yes, even when it is extremely overcast, light rays are still getting through. As long as it's somewhat bright out, that light is coming fromsun rays.

yes, any time your in the sun you can also get sunburn or a tan. watch out so your not in the sun all the time or you can get skin cancer. *hint* cancer kills. and remeber to wear sunscreen
