I would advise you to reconsider your original proposition that comparing the US to all of Europe is a fair comparison. Check out the CIA World Fact Book or even Wikipedia. You will find that the US does not have the highest per capita GDP and that several of the counties with higher GDP are in Europe. Ireland, for example, has higher GDP than the US. Some would attribute that to the fact that Ireland has lower tax rates than the United States. However, you could also find examples like Sweden, which has much higher tax rates than the US, but compares favorably in terms of GDP per capita. Like many macroeconomic factors, what influences per capita GDP is a complex matter. Is is a function of many things, such as technological capacity, skilled labor (education), properly functioning markets for goods and services, and social opportunity, to name a few.

This is not the richest yet, but the fastest growing country by GDP per capita is Equatorial Guinea this year. They struck oil and are now experiencing the most growth of any country on the planet: 18%.

Probably South Africa, they've got diamond mines and I don't think any other country does. If they do, South African companies control it.
