If the opposite of "pro" is "con", what is the opposite of progress?

Congress - they have no conscience.
Shame has no meaning to them. Look at the politicians under
investigation, going to work, or, do I mean, hanging out in
Washington, knowing, that nothing will happen to them.
I was calling our gov., Americas new mafia, but, I should change
that to the "untouchables".

What's shameful is letting deadbeats escape paying for things to the detriment of law-abiding people
