Here's the story: when they were five in the same grade, her parents were arrested and they later committed suicide. His family decided to adopt her. They later fell in love at high school and decided to get married a few years after they graduated. Now she's telling me that she really loves him, but I think it's not usual for someone to marry their own brother or stepbrother. Do you think it's okay?

The situation that you describe is not normal, you are looking at it as if they are brother and sister, but there is not blood bond. It is obvious that the two of them don't have a problem with it. It is better for them to be happy together than to be in separate relationships, and miserable.

Well, in her situation they aren't related by blood, so I guess technically it wouldn't be an abomination if they got married. I do think it is a little odd that they were raised as siblings and still have romantic feelings for eachother. But biologically they aren't related, so it's not incest.

NO if ur friend wants 2 marry someone in their family they can marry their second cousin

No, seriously, if they want to get married, I think they should be able to. They aren't blood related, so, what's the big deal. How is the rest of the family going to react, though ?
