A swamp cooler does use evaporation, similar to a mister to cool the air. Air passes through a water fall which cools it to the water temperature. It is more frequently used in drier climates, but it is also a much more affordable alternative in any climate. You get what you pay for though. Air-conditioning uses freon to cool the air as it passes through the unit, similar to a refrigerator/freezer. It is much more effective, but also much more expensive.

Swap coolers are used in drier climates to humidify & cool the air.
Air conditioning DE-humidifies & cools the air. Used in areas with a more humid climate.

I believe the difference is that Swamp Coolers use evaporation to cool, while air conditioners do not.
