If you are talking about a retail clothing store, more than likely they have a lot of applications. If you are that desperate for a job, you really need to put in applications all over the place - especially if you are looking to work in the retail environment, not just count on one when you don't have any experience.

Call them, ask for the manager, say that you were in on X date and filled out an application, and you were wondering if they had a chance to review it yet...

Just call and ask to speak with the manager - try to call at a time when you know the store is not that busy. Just introduce yourself and say that you dropped off an application a week ago and you were just following up to see if they received your application and if they had any other questions for you. Try to sound confident and don't give excuses or tell them you are desperate for a job.

don't call. drop by in person and meet with the manager. It looks better. If you call it just seems like you're another person sending out application after application in hopes of landing something soon. If you drop by, you look like you are interested in the job (which you are) and you can get a "real" answer in person instead of some BS excuse over the phone.

Call them and say, "Hi, my name is "Yourname, and I'm calling to follow up on an application I submitted last week, and just wanted to know the status of it?"
