As far as some of the postings above are concerned, I am a New Mexico teacher, and seriously resent the comment above about the quality of New Mexico education. In every education ranking system I've ever seen since 2003, New Mexico scores low-middle-of-the-road (usually ranked somewhere between #35 and #25) for student performance, program quality, and teacher pay, with some exceptionally good programming in some areas and some difficulty with other areas... just as anywhere else. This is in spite of the fact that New Mexico is, per capita, the second most impoverished state for family incomes, in the nation (second only to Mississippi in economic poverty).
Just as with any other state, the quality is based on the district and building administrators. Over the last five years, the academic standards have been revamped. Teacher qualification standards have been upgraded. Also, New Mexico has exceptional state-wide special education and Gifted services.
That being said:
If you get a run-around from the NM DOE for your question, as a parent there are parent advocacy organizations you can contact (depending on your issue). As a professional, you can contact the NEA.

You should learn how to search Yahoo! and/or Google.
Have fun dealing with NM officials. NM ranks near the bottom of all 50 states education wise, and it is reflected in the quality of their bureaucrats.
I read spedusource's comment. NM is one of the worst's states education wise and it is reflected in the general population. Also, I have never been in school systems anywhere else that were so racist - Native Americans at the bottom, Hispanics the next rung up, and Whites at the top. There are no Asians and Blacks to speak of.
