I was in negotiations for a new job when I took another offer. It's now clear that I made the wrong decision. What's the best way to re-enter discussions with the company whose offer was rejected?

Depends on the rejection reason. "I am accepting another offer" doesn't leave you any room to go back. "Your pay/benefits/hours don't suit me" may allow you the opportunity to say you've given it additional thought and would like to work out a compromise.

How much time has passed? If they have already filled the position that you rejected you may not have an opportunity to renew discussion. If they have not, be honest and tell them that you accepted another offer but you were misled and would like them to reconsider you for the position.

Did you give them a offer rejection letter? If so, they probably crossed you off their list. If it was over the phone and you said benefits or salary were not appropriate..then you might be able to re-negotiate..but for less.

you don;t. even if the position is still open. you already turned it down. you weren't impressed enough with their initial offer and said screw it. Now you've realized your mistake and want it back. Even if they were to take you back, it would be for lower pay or not quite exactly what you had orginally applied for. I'd say forget it altogehter and look somewhere else.
