I know why I had a very hard time saying it in the past. When I was growing up, I was in an abusive home. They told me they loved me, but then they abused me. So, when a boyfriend I absolutely loved said he loved me, I was afraid to say it back thinking that it meant that if I said it too, he would hurt me/abuse me. This guy eventually broke up with me and went into the service and I never heard from him again. I drove him away because I couldn't say I loved him, even though I did. It took me 2 years to be able to date anyone else or fall in love again.

So, I think that some people have been so badly hurt by past loves, their past (growing up or otherwise), etc, that they can't say it because they are scared to. If someone has been abused (growing up or in a relationship) and were told that the person loved them, then they abused them, they are going to be afraid that they will be abused if they tell someone else that they love them.

There could also be other reasons: poor communication skills, don't love the person (never did or not yet), etc.

When I met my fiance a year ago, I was totally scared to say I loved him. I had left a 20 year abusive relationship where the guy swore he loved me, but he abused me. But, in time, I realized that no matter what I said or did, my fiance wasn't leaving and that he truly loved me, and he wouldn't mistreat and disrespect me for anything in the world.

because its hard when u say it to someone u shud be serious about it and u cant force it..its a song,...u cant hurry love no you just have to wait! lol......cuz when u say it the person u say it to feels u are more commited and together. if someone is going to say it they will eventually. plus they dont wanna say "I love you".......and not hear i love you back.

Many reasons.

They have been hurt, are scared, aren't ready, feel pressured or maybe don't love the person. Who knows.

Hopefully, they will say it when they feel ready.
