Depends on where you put it. In windows, it is at the bottom of the desktop by default, but you can click and drag it to the top or either side if you want. On a mac I believe it's at the top by default.

the task bar is located at the bottom of your screen, its near the start button as well. you can have many windows opened in this task bar, you can also have it pop up automatically once your mouse touches it, and when your mouse moves up it goes down by it self as well. to do this option right click the Start button and go to properties click the top tab that says task bar, then click auto-hide from there. i use this option all the time, its great!
if your like me and you have more then 10 windows opened all the time and you need to see all them at once so you have easy access lift your task bar up another slot, this works great as well! hope this was great information. take care

The task bar in windows is on the bottom by default. You can move it so it may not be there. There are also options to hide it, (task bar properties). If that happened, you have to move the mouse over the task bar for it to show up. The taskbar is just there to show you what programs(tasks) you have open.

I think you can decide where to configure your task bar, as well as what info to include in it. You can also stack it if it has LOTS of info, icons, etc.

I like it at the top, puts it at eye level in most situations. And because, my Windows XP machine is a Mac wannabe.
