Yes and No
A candle cannot mate with another candle, get pregnant, and give birth
A candle is not a living thing!
However, you can melt down a candle and make a smaller "baby" candle.
If you consider that "giving birth" then yes, a candle can give birth to a baby candle.
But technically, a candle cannot GIVE BIRTH. So,NO.

Certainly! What in the world would ever make you think they couldn't? But right after the birth of the baby candle, people must go see a psychologist! He will tell you how to raise them!

You could make "babies candles" out of the wax from a candle.
