Yes she can. And the courts would agree with her. Unless you are 18, have a high school diploma or a voter registration card you are not a first class citizen. You are an unenfranchised citizen. You would have no rights except under the authority of your parents. I suggest that you get a high school diploma, a voter registration card and a job and then ask your mom if you can move out.

On your 17th birthday, legally, if you ran away, there is no police department in the US who would come after you. It is no longer legally classified as "running away"; instead it is considered "relocation". If you are uncomfortable with my answer, check with your local police department. I did exactly this upon my 17th birthday many years ago.
Finish school anyway, unless you are exceptionally bright. If you are very bright, you do not need to finish high school to get into college. I have a double major in politics and philosophy and did not finish the 11th grade. Be nice to your mom though, she's the only one you'll ever have. Someday, this will all seem very different. Maybe you could call a youth hotline in your area and discuss your situation and your feelings. Good luck.

If you are a minor, then you will be under your parents' jurisdiction until you reach your majority. There are different age guidelines in the various states and there are exceptions to the rule as well.You should get some free legal information to be more specific to your situation. It depends on how old you are when you graduate. Most states say that parents are responsible for their minor children until the child turns 18 years old.

Of course, and truthfully, if your not being abused or neglected, why would you want to leave home? When you leave home, you will no longer have someone to clean after you, wash your clothes, dishes or cook your food, listen with a loving heart to your problems or someone to loan you money without interest.

or until you're 18. There is a thing called emancipation from your parents but it's for kids who are abused or don't have a good life at home.

She can keep you at home until you are 18, unless you marry or in some way prove and/or sue for emancipation. Many states have no formal process for emancipation suits.
