first of all, is it a scratch or a huge gash?
if the latter, go to a frigin hospital
if small, apply pressure, then clean with alcohol (it will sting a bit), [if continues to bleed after a minute or 2 of pressure, go to doctor or hospital] then apply an antibiotic cream on the cut (like neosporin), and then put a bandage on.

The correct order as follows:
Pressure
Elevation
Tourniquet (last choice, since it will hinder most blood flow to the body part below the tourniquet, hence leave it without adequate oxygenation for perfusion... leading to tissue death).
Out of the multiple choices listed, go with E.

With a bandage first...if not controlled apply another dressing.
After that elevate. If that does not work, then its direct pressure and elevate.
