Mother board bus speed and Processor.
Obviously when you want to install a new processor you may find that you must purchase a new motherboard as well to handle the high speed calculations of the processor otherwise you may be sending high speed information the size of a grapefruit through a tube the size of a straw.
Although Ram is important, it is the "quick and forgetful" memory of the computer. As soon as you turn it off, it gets wiped and if you are a chaotic and upredictable computer user like myself you will quickly inundate the capabilities of RAM. RAM is only good for quickly retrieving information that the processor tells it you use all the time, kinda like cookies for the internet. RAM guesses what information you might need and stores it temporarily to speed up the time it takes to retrieve it for you.
And Hard Drive space is something that might slow your computer down, considering the larger the space the longer it will take the processor to explore it to find the file you need. Especially if it hasn't been defragmented in a while.
A Video Card will speed up your computer if you are using your PC/Mac for manipulating or creating graphics or for gaming. If you are not using the computer for these things, a fancy video card will be wasting space in your motherboard.
The latest Technology out is the Dual Processor. Pentium D reports that it is twice as fast although I've heard that AMD's version is even faster at calculations when dealing with gaming. Both of these processesors require the latest motherboard technology to be compatably installed.
Of course, these are expensive routes. If you just want to spruce up your old computer to run a tad bit faster I'd up the RAM since changing your processor would likely require a new motherboard. And I'd consider dumping some unused files on your hardrive and if you are a gamer..try installing a faster video card. PCI Express is the fastest out right now but of course your motherboard has to be compatible with it. Defragment your hard drive and run a reputable spyware program to purge any such files.

U need More than Just 2 things in a computer
1) Dual Core Mother Board (Pentium or nvidia )
2) Cpu's 2 of them for a dual core mother board Best 3.5ghz or 1 u can afford
3) memory 3GB or heir
3) 300-400GB hard drive 7200 rpm or 10000rpm
4) Nvidia Ge Force 7950 GX2 1GB or 512MB is OK
5) Sound card sound blaster Audigy 4 7.1
the 2 things Ur looking are Mother board and CPU and also Ram bigger the batter.

Contrary to popular belief (and marketing hype) your processor speed isn't nearly as important as the speed of your data path. ie..Hard Drive...Video Card.
Lots of ram will allow your memory hungry apps like CadCam programs to execute quickly...but being able to read and write from your hard drive quickly will give you the best performance.
X GeForce 7900 GTX Extreme 512MB GDDR3 PCI-Express Dual DVI Video Card.
I'd put it up against an off the shelf 2.4 gighertz Intel Pentium in Photoshop anyday...
and yes, I agree...in order to achieve "maximum performance" your system has to be looked at as a whole...however, I thought the original question was the 2 "most effective" factors. I got the impression that the asker was looking for the most efficient allocation of funds...if you have 15,000 dollars to spend...buy a new NetServer with 8 processors 4 gigs of ram...and 2 terabyte digital ram drives....
otherwise if you're like most consumers which I suspect you are, and looking to spend a few bucks with your local best buy (which I don't recommend >>>www.allstarshop.com) or wal-mart...spend your dough on the RAM and as fast a HardDrive(s) as you can afford. Also, you'll probably be happier running two smaller hard drives in a RAID (+1) rather than one gigantic 500gb slower drive. Plus...what does one back up 500gig drive to? A $5,000.00 Quantum Tape Drive? Buy Seagate unless you're going SATA at which point you should look at Western Digital's Raptor Drives. You'll need to make sure your MotherBoard supports RAID on SATA...or you'll need to buy a card....I lean towards Adaptec, although there are numerous other brands that seem to be trouble-free...anyhow...I tried to answer the original question of two most important factors...then I saw all these posts with the 3,000 dollar solutions...and thought I would add...hope this helps...

a faster cpu. this is the main processer unit. the other is the RAm, or random acess memory. that ios whrt allows you to go faster. The cpu is the overall performence. you should upgrade both for a faster computer. get 2 gb of ram, and a 2.5 to 3 ghz cpu

RAM is a huge factor in boosting performance, not just in boot times, but in overall usage of the machine, especially when you have a lot of demanding processes running.
Also, it does not hurt to have a speedy processor, preferably an Intel Core Duo or anything by AMD.
The obvious is to make sure your computer is free of spyware and viruses. Scan frequently and use good programs such as Ad-aware, Spybot Search & Destroy, and AVG Free Edition.

If you are looking for a minor speed increase you should increase the RAM (memory) in your machine.
If you are looking for a drastic change in speed then you are probably going to need a new processor which could also require a new motherboard and a long list of new products in order to be compatible.

it's about your system using and what knd of speed do you mean ?
do you have graphic proccess ..
upgrade your mother board to a doul vga or quad vga sli support
and buy 4 sli support Grahic card nd install it .
there is nothing can work as fast as this on pc's on graphic proccessing when you have about 2 GB of Graphic memory and 4 GPU ;)
if you need to read data faster from hard disk ..
enjoy satta II raid technology ...
and confg 4 or even 8 ! sataII in stirip raid ! then you can see what is the speed of a real data reading on a home pc ;)
do you have data base proccesing ?
use a 4800+ amd cpu X2 with 2GB of DDR II dual channel at 800Mhz bus .... then :D you know what I'm talking about ..
and if you have really rich dad .. try to have all of this ;)

you will need a faster processor and to increase the RAM are the ways you can speed the computer faster. the other way is you can also get a harddisk with higher RPM and bigger buffer cache

There are several ways to add some speed to your computer. Of course, there is adding more RAM or memory. Also, I run my disc clean-up every week and a disc defrag every couple of weeks. If you have more than just yourself using your computer, you might want to check your add/remove programs to see if you have a bunch of software stuff downloaded that is just taking up space.
