Shale is a sedimentery rock
Coal is a fuel, but could be classed as a fossil as it is composed but decaying vegitation that has been subjected to extreme preassure to form a rock like substance. (Further heat and preassure will form diamond)

sediments...rock is made of minerals and coal is not a rock because it is made of decomposed carbon bases from hundreds of years ago...fuels is not right because shale, granite, and limestone can not release energy, and fossils is obviously wrong
