You can try this way (this is the simple method)
1. Boot up in both normal mode.
2. Click on Start -> (Settings ->) Control Panel -> User Names and Passwords
3. Put a password to all accounts or change the current passwords to new passwords.
4. Restart and Login to Safe Mode by pressing F8 while booting.
5. Change the password of Administrator Username also.
Now, if anyone needs to login in Safe Mode, it is not possible without knowing the passwords.

addresses exactly what you are inquiring about, and seems to be very detailed in it's walkthrough even though having to use a binary/hex editor may sound scary

enable system bios passward . you should to enter setup ( usally by pressing del key at first )
then set password and change password check to system from setup.
