The real question is: why is everyone not working not considered unemployed?
In other words, there are millions of people who do not work but are not counted among the unemployed. The issue has some demographic and statistical components.
First, the demographics. To be counted as unemployed you have to fall within a certain age range.
Second, the statistical components... To be counted as unemployed you have to be actively looking for a job in the prior 4 weeks. So, if you quit looking for a job in the prior 4 weeks you are not counted among the unemployed anymore!
The above makes unemployment statistics somewhat unreliable. Also, other countries use different parameters. So, direct comparison in unemployment rates between countries lead sometimes to apples vs oranges situations.

In economics, a person who is able and willing to work at a prevailing wage rate yet is unable to find a paying job is considered to be unemployed. The unemployment rate is the number of unemployed workers divided by the total civilian labor force, which includes both the unemployed and those with jobs (all those willing and able to work for pay). In practice, measuring the number of unemployed workers actually seeking work is notoriously difficult. There are several different methods for measuring the number of unemployed workers, each with its own biases, making comparisons between methods difficult.
The history of unemployment is the history of industrialization. It was not considered an issue in rural areas, despite the "disguised unemployment" of rural laborers having little to do, especially in conditions of overpopulation.

Some people are disabled and therefore not able to work. They are considered to be on disability not unemployed.

As they are not working or contributing to the economy and they can be a strain on government funds (doll, welfare). They are also an economic waste of human resources.

They aren't...some are dependents, independently-wealthy, disabled, students, etc., and the ones who simply loaf around and don't want to work are called lazy...
