Each cemetery should have their own grounds company. Unless it is a family cemetery and then it would be up to the person who's property it's on.

The responsability lies with the registered grave owner. This is usually the next of kin to whoever is in 'residence'.

If you do own a grave site you could be liable for any injury arising from the headstone falling on someone. Because of this, local authorities are increasingly tightening the regulations for monumental masons who fit stones in cemetaries and churchyards. These can include using only registered and approved fitting methods and providing guarantees of 5 - 10 years. Some of these regulations are ill conceived as it is difficult to guarantee the stability of the ground underneath a monument!

A local stone mason should be able to re-fix a stone for you without any trouble.
