If your music is already on your new computer, you need to "Authorize" it in iTunes.
If you are looking for the quickest and cheapest ways to copy things between 2 computers, just use a "Crossover" Ethernet cable to connect them and make a local network.

If your desktop and laptop are networked through a router then you can create a shared folder on your desktop and copy your itunes music folder into it which will then allow you to access the shared folder on your desktop from your laptop and transfer all the music files to your laptop hard drive.

If you search on microsoft windows help, you should be able to find instructions on sharing folders and creating networks if you don't already have one.

A second option if you are not networked and not planning to create a network is to use your iPod or other MP3 player as a data source and copy your music from the MP3 player onto your laptop. A flash memory drive will work the same way.

A third option is to create CD back ups of your music files (which you should do anyway if you don't store your music in multiple places already, like your computer AND MP3 player) and then copy the CDs onto your laptop.

I don't think you can "redownload" music from itunes once you have downloaded it the first time.

you can transfer it. when you go to play it with itunes you'll have to register your computer to your itunes account. use a flashdrive to transfer what you want to set your ipod to show up as a storage device and that'll transfer it.
