Use a good moisturizer as soon as you get out of the shower. Don't give your face time to get dry. This use to happen to me also. I won't moisturize my face as soon as I got out of the shower and by the time I got to it it would be dry and flaky.

Maybe you are using a too harsh face wash? Don't use soap, use a cleanser that is made for dry/sensitive skin. Cetaphil is a really good, gentle one. Then moisturize as soon as you get out of the shower.

don't use your regular soap on your face, it may be what is drying out your skin. Use a moisturizing skin cleaner, like ponds. It's old fashoion but has less drying-out ingredients, it's reasonable & it works. :-)

Use St. Ives facial scrub in the shower and then use St Ives lotion when you get out of the shower.

You could go to a dermatologist or maybe try a mild scrub to scrub away the dead skin.
