I would think NumLk/scrLk would do it.......but it isn't.

It usually works......sometimes I think I hit something and I'm not sure what that ends it. Then I can't figure out how to get it back.....I've tried shutting down/rebooting. I'm on a laptop and it is easier to scroll than to go to the side scroll everytime.

There (afaik) isn't a button which does so. If they're not working, i presume that something is faulty with your laptop.
Try levering the keys out with a ruler or nail file, and checking if there is dust or dirt underneath them. Clean it out if so.

There are no keys on your keyboard that locks the quickaccess keys (INSERT, DELETE, HOME, etc). The most you can do is have scroll and num lock on so you dont scroll your window up and down everytime you use your mouse roller or num keys.

The answer is most definately the SCROLL LOCK. But you will still be able to use the wheel on mouse for scrolling.
