Once it kicks on it regulates the temp where it should be

It means your thermostat is bad. simple as that. Thermostats work one of two ways: Either it is a bi-metal belly that expanse as temperature rises, connecting a switch, or it is a solid state thermistor, that sends a signal to a triac. Most likely the first, and what happens is the belly expands too slowly due to corrosion or leaks. They are cheap--like $10.00 or something. and easy to replace. But if that doesn't fix, you need to replace the water temperature sensor/sender. about $25.00
