I haven't been to Universal in a while but I think the bigger selection of carnival games are in Islands of Adventure. There's are carnival games at Universal Studios in back somewhere I think.

No they have a few "carnival" games in IOA in between Marvel Superhero Island and Toon Lagoon and a few more in The Lost Continent. In Marvel Superhero Island there is an arcade which is also the exit to Dr.Doom.
Universal has them all the way in the back outside Jaws.

Yes, near the Jaws ride there are Carnival Games, and around the kid areas.
