murderer convicted in 1991 to life minimum being 18 years could he be out if so how do i find this out without it costing me?

dont know the prison but its in england (uk)

He can't be out until the 18 year tariff is up. When someone is sentenced to life they are set a "tariff", in this case 18 years, and they can not apply for parole until then and there is no guarantee that it will be granted. He will be eligible for parole in 2009.
The only way to find out if he has been released in to contact the Victim Liaison Unit which is run by the Probation Service. You can not get this information any other way as it will go against the Data Protection Act. If you are not a victim of this murder (e.g. family or friends or witness) you will be unable to get this information.
Sorry if this doesn't help but with all this Human Rights stuff the information is incredibly difficult to get.

Where is this person located? There are places on line in different websites state websites that can provide you with that information for free- If you give me the persons name and where they are located, i can look it up for you. I have access to alot of state-wide information-I can help you.

go to the website for the department of corrections for the state they are in

there is usually an inmate lookup that gives some details

If you know what prison they were in, just call and see if they have been released.
