Use Banner Maker Pro. It has the highest rating among both CNet's editors and people who have downloaded it. Keep in mind though that the company providing it may require a fee after the trial period and trial software does not always allow you to use advanced features or provide a tutorial for the product.

I'd go with Banner Maker Pro 6.0.6. Looks like a winner!
