Some people that are private citizens make a website that have their information so that families and friends can get in touch with them. Like the use of "myspace.com" with out it I wouldn't be able to get in touch with my long lost friend from highschool.
So, that is the reason why people do it. Also, making a website for a private person, serves as a resume because many companies takes a look at their employee's life to see if they can be trusted and reliable for the company.

Many introverted or private people also enjoy writing.
It's a way to share what's inside of you, without having to look someone in the eye while you do it. You don't have to worry about performance anxiety, you don't have to worry about dealing with reactions as soon as they occur, you don't have to watch the person respond to what you've said.
So a personal website allows people to share stuff about themselves with a "nameless" crowd, allowing for people to get to know them, without having to deal with the pressure and anxiety of having to deal with people face to face.
You can reveal very personal things in an impersonal way, and feel like someone else has heard you and that you are now "known."
