You are going to need to speak to a specialist to make sure the system will be safe. Start with the folks locally that sell and install other forms of patient lifts and see what they say.

I have not seen outdoor wheelchair escalators, most often it is more of an elevator and/or ramps. They used to make 'snap on' power assist units for wheelchairs that would help somone work a steep ramp, but I am not sure they are still around.

Honestly- by the time you figure out how to do all of this, you would probably have been better off digging an access route for a simple self-contained elevator- cheap(er), simpler, easier to repair, easier to install, and safer.
