Only the developed countries, in higher class neighborhoods. The third world countries don't have toilet paper or deodorant! The populations can't afford such "luxury" and don't even realize it exists! I went to Africa, Egypt had it in the hotels only. The people themselves no such thing in "their world". We stopped at one place to visit the bathroom as we had been on the road on safari for five hours. Went into the bathroom and all they had was a 10 inch hole in the ground! That was tricky-I'm a girl! I also have a friend that said while she lived in Spain some areas out away from the Cities didn't have toilet paper either. So unless you live in the US, Canada, England, those types of "developed" countries it just isn't worth the money because they make so little, compared to us, that is why they are still third world undeveloped countries. They didn't even have garbage/trash in the outskirts of the Big Cities. They don't have grocery stores like us either. No packaged products, no plastic wrap or tin foil. No microwaves or real "stoves with ovens. This was a trip I will never forget!

People of Indian subcontinent ( Countries including India, Pakistan, Srilanka, Bangladesh and Nepal) use mostly water and not toilet paper for personal hygiene. And I also do not think the poor people of the third world countries can afford buying the manufactured toilet paper. In South East Asia water is widely used too though toilet paper is also common. If you are talking about the world, this would be of some help to you I hope though I do not know the exact percent you have asked for.

I'd say about 90% of the people in the world use manufactured toilet paper.

I'm pretty sure that at least 80 or 90 percent does. Either way, it's the majority because there are few people that live in bush tribes.

99%, what else would they use? Well, I have heard that some
use corn cobs, but seriously doubt it.
