Adobe Photoshop, but if you have to buy that, it's kind of expensive. There's another program called Funhouse that you can entirely cut out someone's face and splice in someone else's. I'm not sure where you can get it, but I think you might be able to download it online.

You can actually do that in paint or a similar picture editor if you are creative enough!
