How fast should the car go? 30mph, 35, 45, 55...?
Well, here in Texas we have many 70mph roads. And if you want to avoid accidents you might want a car with a fast engine to get out of the way (depending on the situation).
It would be difficult to make a car that ONLY did 70mph and not any faster. You could put some type of limiter on it. But the first accident someone had BECAUSE of your limiter, you would be sued out of buisness...
In Singapore, the taxi's have a litle bell that dings when the driver exceeds the speed limit. Does that stop speeding? No. The driver gets used to the anoying sound or plugs it up with rags. Any type of limiter will easily be "hacked".
It's a good ideal to make a car like that but it's just not practical.

First of all, the people making the cars and the people setting the speed limits are two entirely group of people.

The people making the cars are designing and building cars that they think people will buy. People like power. People like fast. Therefore the carmakers build cars that are powerful and fast.

The people setting the speed limits are politicians. They are concerned about safety, they are concerned about public opinion and they are concerned about money. Slower speed limits are safer, they help them do better in the polls (because the majority of voters are senior citizens and not young speedsters) and the police make a lot of income by enforcing speed limits.

What is illegal here in the USA is not in another country.. Thus they make cars unversal so they can be driven anyplace in the world.
In SOME countries if your driving 80 on the expressway you would be considered going to slow and get a ticket.

Not all cars are made in the United States where there is a limit to the speed you can drive. In Germany they have a road called the autobaun and you can drive as fast as you want as long as it is safe. I believe it was the porche that was originally designed for autobaun travels.

No, the fact that your speedometer goes up to 120 mph is not a sinister conspiracy. Car manufacturers make speedometers reflect higher-than-legal speeds as a courtesy to the driver, so you know the car can go this fast and will realize you need to take your foot off the gas pedal when you hit those higher speeds.
"They" don't make cars go so fast, anyway; the drivers do.

look, if they made a car with a tiny engine that would top out at say 60 to 70 MPH, it would take forever to get up to speed.
this would make a vehicle unsafe to merge into traffic due to all the other vehicles are already at speed and your little car is still at half of the speed or less for the next mile or so. therefore you must be able to have enough horsepower to quickly get up to speed, but yes that makes a vehicle capable of speeds far exceeding the limit..

Last time I checked it wasn't car makers that set the speed limet but rather the government, and I can't think of any governments that make cars. As for the car makers I think they could really care less if you get in trouble with the government (for going to fast) after you pay them for the car.

Because it would be impossible for it to not ever let you drive too fast. Different states have different maximum speed limits, as do different countries, and more importantly, the absolute maximum is usually 3-4 times the lowest speed limit on city streets.

Actually a good question. The powers that be have always sought to control progress wherever it may occur. There are restrictors that can make cars go at top speed 70MPH, but that would hinder progress.
