1982 - Round 2 - remained unbeaten but failed to qualify from their group whicjh included Spain and Germany.
1986 - Quarter-finals. Defeated 2-1 by Argentina with the game best remained by "Hand of God" Maradona. Little is remembered that his 2nd goal was absolutely world class
1990 - Semi-Finals. Finished 4th. Lost to Germany on penalties and lost 2-1 to Italy in the 3rd/4th Play Off finals
1994 - Did not qualify
1998 - Round 2 - beaten on penalties to Argentina. Match remembered for David Beckham's sending off
2002 - Quarter-finals. Beaten 2-1 by Brazil and a wonder goal by Ronaldinho.

Englands Best finish since 1966was fourth place at italia 90. England were beaton on penalties by West Germany in the semi final. In the 3rd place playoff game, an under strength enland side lost 2-1 to other losing semi finalists Italy

You are right to pose this question. Whilst we have done well in Club Football in Europe, the National Team appears to be always hit and miss when it comes to World Cup competition.
This is despite overseas Players, Managers, Chairmen and Coaches in the Country, largely brightening up the game, and a policy we assume of bringing the best talent through a managed National system.
It is probable that in the rest of the World there is a greater appetite for success in Football at the moment.
One solution would be to deprive of money and indeed food, the traditional cities supplying us with the best footballers. Desperation and hope has no doubt gone hand in hand. This has been done in the past in Football and other Sports, and has been successful.
It's worth a go.

Semi's in Italia 90 and most of the rest have been Quarter Finals 98 and 2002 were definetley quarters.
We're getting into our stride now getting better all the time we should beat Sweden hopefully.

Complete idiots England reached the semi-final in 1990 and lost to penalities to the germans i think glen hoddle and platt missed penalities they then lost against italy in the third and fourth place play off
