They have them at both parks and outside them at Citywalk:
In IOA in between Marvel Superhero Island and Toon Lagoon and a few more in The Lost Continent. In Marvel Superhero Island there is an arcade which is also the exit to Dr.Doom.
Universal has them all the way in the back outside Jaws.

I'm not sure what you mean but there's are carnival type games and marketplaces in Islands of Adventure.
