The easiest way (and most expensive) is to take the suggested class that preps for the exam and study from the coursebook questions and answers.
Selfhelp software provides a free mini-test, and from my experience, although small, it provides a good indication of how well you are likely to do on the exam. see the download link on my second address.
I don't believe Oracle will register you for classes as an individual without a workplace to bill for the class. I used the cbt courses once. It is harder to prep with those - they are not as straightforward.

Oracle themselves offer a DBA certification course. It's rather expensive, but it can be done. Check their website.

Oops! Oracle (or not) DBA certification -- what is it: programming (in doubt..) or - design (once more in doubt...).
If you are unable to address your question to the suitable place, neither Oracle, nor other DBA certificate will not help you. Learn to be precise!
